Histoire administrative

Créé en 1965, le Cabinet du vice-recteur (Administration) gère les services administratifs et financiers, participe à la prise de décisions en qualité de membre du Comité d'administration et remplace le recteur en l'absence simultanée de ce dernier et du vice-recteur (Enseignement et recherche). Il fait partie du Sénat, du Comité mixte du Sénat et du Bureau des gouverneurs. Les services qui relèvent de lui sont : Contrôleur, Centre d'informatique, Bâtiments et terrains, Développement de systèmes et Approvisionnements et Services. Le poste de Vice-recteur (administration) est remplacé en 1988 par le Vice-recteur à l'administration et aux services. À partir de cette date, les services sous son égide sont : les Services aux étudiants, les bâtiments et terrains, la Gestion des propriétés, la Sécurité, le Centre d'informatique, les Communications, les Approvisionnements et les autres services auxiliaires. Les Services des budgets et les finances ne relève plus de lui. Le vice-recteur fait toujours partie du Comité d'administration. Le poste est aboli en 1991. Ses responsabilités seront réparties entre le vice-recteur ressources et le Secrétaire de l'Université.

Le fonds contient des dossiers portant sur les fonctions du Cabinet du Vice-recteur à l'administration et aux services. Il contient des rapports annuels : du Cabinet (1973, 1989-1990), de la Gestion matérielle (1975-1976), du Service de Reprographie (1975), du Centre de Santé (1973, 1975), de l'aide Financière (1972-1973), de la Radio Campus (1971-1972) ainsi que du Centre Informatique (1975-1976). Il contient également des rapports financiers : du Cabinet (1966-1970, 1973-1975, 1982-1986), du Service de Reprographie (1976), du Centre d'Étude de l'Enfant - Camp Venta (1976), de la Faculté de Médecine (1976), du Fonds des Anciens (1976), du Service des Bars (1977), de la Librairie Universitaire (1977), de la Bibliothèque (1974), du Service de Logement (1970-1974) ainsi que du Service de la Protection (1970-1974). On y retrouve des procès-verbaux : du Service de la Protection (1968-1970), du Comité de la planification des sciences de la santé (1967-1972), du Comité consultatif en informatique (1970-1977), du Comité du personnel de soutien (1972-1977, 1987), du Conseil du Service de Santé (1977-1979), de l'Exécutif du Service de Santé (1976-1979) et des Affaires Étudiantes (1969). Il comprend des dossiers portant sur les règlements, la dotation, les avantages sociaux, les conventions collectives du syndicat des journalistes d'Ottawa et Le Droit, des bibliothécaires, de l'APUO et des mécaniciens (1975-1978, 1986-1991). Des dossiers portant sur divers contrats et ententes avec la Fédération étudiante et des compagnies externes, sur le Ottawa Teacher's College, le Comité du transfert des biens, les collèges affiliés et la gestion des propriétés y sont regroupés.

Administrative history

The Vice-Rector (Administration) position is established in 1965. It manages administrative and financial services, participated in the decision-making process as a member of the Administrative Committee, and acts as a replacement in the absence of the Rector and of the Vice-Rector (Academic). He is also a member of the Senate and of the Joint Committee of the Senate and the Board of Governors. The services that reports to him include the Comptroller, the Computing Centre, Physical Plant Services, Systems Development, and Supply and Services. The position of Vice-Rector (Administration) is replaced in 1988 by Vice-Rector (Administration and Services). The new Vice-Rector co-ordinates the following administrative and related services: Student Services, Physical Plant and Maintenance, Grounds and Security Property Management, Materials Management, Communication Systems, Computing Centre and other related Auxiliary Services. The Financial and Budget Services no longer report to him. The Vice-Rector is also a member the Administrative Committee of the University. In 1991, the position is abolished and the responsibilities were reassigned between the Vice-President Resources and the Secretary of the University.

The fonds contain office files which document the functions of the Office of the Vice-President (Administration and Services). It includes annual reports of: the Vice-President(1973, 1989-1990), Material Management (1975-1976), the Reprographic Services (1975), Health Center (1973, 1975), Financial Aid (1972-1973), Radio Campus (1971-1972) and Computing Center (1975-1976). It also contains financial reports of: the Vice-President (1966-1970, 1973-1975, 1982-1986), Reprographic Services (1976), Child Study Center - Camp Venta (1976), Faculty of Medicine (1976), Alumni Foundation (1976), Bar Services (1977), University Bookstore (1977), Library (1974), Housing Services (1970-1974) as well as Protection Service (1970-1974). Minutes of: Protection Service (1968-1970), Planification Committee of Health Sciences (1967-1972), Advisory Committee on Computing (1970-1977), Support Staff Committee (1972-1977, 1987), Council of Health Services (1977-1979), Executive of Health Services (1976-1979) and Student Affairs (1969) can be found. It includes files relating to by-laws, staffing, benefits and files relating to collective agreements of the following unions: Syndicat des journalistes d'Ottawa and Le Droit, of the Librarians, of the APUO and of the Mecanics (1975-1978, 1986-1991). Files relating to miscellaneous contracts and agreements with the Student Federation and external companies, the Ottawa Teacher's College, the Comité du transfert des biens, affiliated colleges and property management can also be found.
